In several countries, Governments have adopted procedures similar to those required in the United States, although these procedures may be introduced through administrative measures or agreement among the authorities concerned as, for example, in Canada^rather than through legislation. A few Governments have indicated that a formal environmental impact assessment process has not yet been adopted in their countries, but several references were made to the need to develop more comprehensive legislation for impact assessment.
Union of Soviet Socialist Republics Environmental Impact Assessment is incorporated at various levels within the State planning system. A special section on environmental protection and rational use of natural resources has been added to State plans for economic and social development by a governmental decree of 1 9 7 2 . During the development of plans for environmental protection by the State Planning Committee, and various Ministries and 12 Procedural and Institutional Questions Councils of Ministers of Soviet Republics, the following factors are taken into consideration: trends in regional changes of the state of the environment as a result of use of natural resources and pollution; utilization of a system analysis approach to determine necessary measures of environmental protection; integration of planning at various levels; obligatory financial support for planned measures for environmental protection.
According to these legislative proposals, environmental impact assessments must be as detailed as necessary to clarify the most important anticipated effects of an enterprise on the environment. The authorities responsible for granting permission for the enterprise will determine the scope and depth of the studies to be performed. Poland Environmental considerations are incorporated in the planning system at various levels, national, regional and local. One basic task is to improve co-ordination of economic and territorial planning.
