8 I eventually learned that not only was Secretary Weinberger opposed to the deployment, but so were the Joint Chiefs of Staff and the commandant of the Marine Corps, General Robert Barrow. He was the commanding officer of the service responsible for the ground deployment and a holder of the Army’s Distinguished Service Cross, as well as the Navy Cross. Despite the Defense Department’s opposition, the National Security Council and the State Department had continued to push for the deployment of our troops to Lebanon, and their position prevailed.

The vice president was calling from Texas to tell me that my version of events on that fatal day was correct. S. troops are deployed for combat, the goals should be clear, the mission understandable, tactics developed and refined, battle plans executed effectively, and the soldiers, sailors, airmen, and Marines know precisely their specific role. Since the early 1980s, however, our troops have at times been deployed in places (Lebanon, Somalia, Haiti, Bosnia, Kosovo, no-fly zones over northern and southern Iraq) and missions (drug interdiction) in which combat is not the primary purpose.

Because of ongoing battles near the airport, the pilot had to keep at a very high altitude until we reached the airfield, then descend in tight circles. S. ambassador, John Gunther Dean.
